Liz Cheney challenges Wyoming GOP Sen. Mike Enzi

CHEYENNE, Wyo. (AP) ? Liz Cheney, the daughter of former Vice President Dick Cheney, will run against Wyoming's senior U.S. senator in next year's Republican primary, her campaign said Tuesday.

Her announcement is a political challenge unlike anything Wyoming has seen for years, maybe decades.

Republicans in the state rarely challenge incumbents of their own party in national office. All three members of the state's congressional delegation and all statewide elected officials are Republican.

Liz Cheney, 46, is the elder of the two Cheney daughters. Married with five children, she was a resident of Virginia until recently.

She and her husband bought a home last year in the posh northwest Wyoming community of Jackson Hole.

"I am running because I know, as a mother and a patriot, we can no longer afford simply to go along to get along. We can't continue business as usual in Washington," Cheney said in a statement.

Meanwhile, Sen. Mike Enzi on Tuesday announced his bid for a fourth term. He made the announcement more than six months earlier in the political cycle than he has in the past.

Enzi said he would continue to "do the job I was already elected to do."

"Working behind the scenes ? this is what I have been doing since I was elected and this is what needs to be done," he said by email through a spokesman.

Enzi immediately won the endorsement of colleagues in the Senate, including the National Republican Senatorial Committee.

"Our support will be there for Mike," said the committee's chairman, Republican Sen. Jerry Moran.

The race promises to be hard-fought. Enzi has had few serious Democratic challengers ? much less Republican ones ? since he was first elected to the Senate in 1996. He remains well-liked around the state as an affable former shoe salesman and mayor of the coal-mining city of Gillette.

Enzi takes pride in keeping a lower profile and remaining much less partisan than most of his colleagues. He often refers to his "80-20" rule ? that opposing parties usually can agree on 80 percent of the details of any given issue ? as a model for Republicans and Democrats to work together.

He handily won re-election in 2008 with more than 75 percent of the vote.

Cheney's interest in the seat has been an open secret for months, dating back at least to last year's purchase of a home in Wilson, a community in Jackson Hole, that was listed for $1.9 million.

She appeared onstage with her father at last year's state Republican Party convention. It was Dick Cheney's first public appearance since he underwent a heart transplant, and father and daughter have been working on a book together.

Since then, Liz Cheney has made frequent appearances at county-level Republican events in virtually every corner of the state. She also has been in the national public eye as a Fox News political commentator.

The news release from her campaign did not specify why she decided to challenge a fellow Republican, nor did it offer any direct criticism of Enzi. She did not immediately return a telephone call requesting comment.

A Wyoming political veteran, Chris Rothfuss, said her candidacy may be a sign of the divisions that have roiled the national Republican Party for several years, with GOP officeholders being challenged from within their own party if they are seen as too willing to compromise with Democrats.

The Democratic state lawmaker, who lost to Enzi in 2008, said Liz Cheney's challenge reflects "everything that's wrong" with partisanship in national politics.

"Mike's being attacked in this election because he's been traditionally willing to compromise and reach across the aisle in a manner that's unpopular with the partisan culture," he said.

"I would also say that the reason that Liz Cheney is running out of Wyoming rather than what in effect would be her home state of Virginia is because we're basically seen as a much cheaper option in trying to obtain a Senate seat. Obviously, it's an attempt to leverage her name recognition," said Rothfuss, a chemical engineer.

The Cheneys are well-established as a family with Wyoming roots ? an important qualification for anybody seeking major office in the state. Dick Cheney held the state's lone congressional seat in the 1970s and 1980s before he moved up the political ladder.

While Liz Cheney was born in Madison, Wis., her announcement release pointed out that the Cheney family has roots that go back more than 100 years in Wyoming.

Ahead of Tuesday's announcements, Enzi has refused to be critical of the prospect of a Cheney challenge. He said Liz Cheney earlier told him she would run if he chose not to seek re-election in 2014.

"I'm not going to comment on her," Enzi said. "My job is to do what the people of Wyoming expect me to do."

In a show of unity, he and Sen. John Barrasso, R-Wyo., walked off the Senate floor together Tuesday. Barrasso praised Enzi as his "friend and mentor."

Cheney's challenge of Enzi promises to make many Wyoming Republicans uncomfortable because they will be forced into choosing between two popular figures.

Former Wyoming Sen. Al Simpson, an often frank and witty observer of state and national politics, said Tuesday he couldn't comment on what the race would mean for the Wyoming Republican Party.

"Right now, I have nothing to say at all except one thing, I deeply care about both of them, and that's all I have to say," said Simpson, a Republican.

Cheney holds a law degree from the University of Chicago and has worked as a lawyer for the State Department and the Agency for International Development.

Although Harper brought eight new faces into the cabinet, most of them in secondary posts.

The right-of-center Conservatives - who do not have to face an election until October 2015 - have been on the defensive since May, when two members of Parliament's upper house, the Senate, quit the party caucus after improperly claiming expenses.

The scandal undermined the popularity of the party, which came to power in early 2006 promising to boost government accountability.

Recent polls have shown the Conservatives trailing the centrist Liberals, who are led by Justin Trudeau, the telegenic son of former Liberal prime minister Pierre Trudeau.

Escalating dispute at Gulf Keystone pushes down share price

LONDON (Reuters) - An escalating dispute between Gulf Keystone and a group of shareholders drove down the oil company's shares on Monday, 10 days ahead of crucial votes which will decide the composition of the board.

The company, which made its name finding a huge oil field in the Kurdistan region of Iraq, is facing investor calls for a board shake-up to counter concerns about corporate governance standards and executive pay.

Its disagreement with activist investor M&G Recovery Fund, one of its biggest shareholders with a 5.1 percent stake, worsened on Saturday when the company recommended that shareholders vote against four directors M&G had nominated to the board, when the annual meeting is held on July 25.

Sky News then reported on Sunday that a shareholder group headed by M&G Investments was considering voting against Gulf Keystone's new chairman Simon Murray, a city heavyweight who was formerly chairman of commodities giant Glencore .

Shares in Gulf Keystone were down 10.6 percent in afternoon trade, underperforming the European oil and gas index <.sxep> which was 0.4 percent higher.

Setting out its objections to M&G's board nominees on Saturday, Gulf Keystone indicated that should Jeremy Asher, one of the four directors M&G has put forward, be appointed it could damage the company's operational team.

"There can be no assurances that the appointment of Mr. Asher will not result in key members of the executive and operational team choosing to resign," the company said, calling Asher's last spell on the board "highly disruptive".

Edison analyst Will Forbes, commenting about the share price drop, said of the dispute: "It's increased uncertainty. No one knows how this is going to play out. It's a concern that key members may leave the company."

Votes against new chairman Murray at the annual meeting will be a blow to Gulf Keystone, which appointed him in a bid to calm investor concerns over corporate governance.

M&G declined to comment on whether it was considering voting against Murray.

The investor met Murray on Friday to discuss corporate governance concerns and was angered when the company refused to disclose the new chairman's annual salary, Sky News said.

In a move which suggested, however, that Gulf Keystone was trying to mitigate some of the shareholder criticisms, a source familiar with the company told Reuters that Murray was planning to appoint third-party consultants to examine executive pay.

Gulf Keystone is considering appointing to the board Andrew Simon, who sits on the board of FTSE 100 building material supplier Travis Perkins and is former deputy chairman of energy services company Dalkia, the source also said.

It was a scene that India hadn?t witnessed for decades: lines stretching around the block, hundreds deep, of customers waiting to send a telegram.

"We were incurring losses of over $23 million a year because SMS and smartphones have rendered this service redundant," Shamim Akhtar, general manager of BSNL's telegram services, told the Monitor. ??

In India, the telegram has owed its curious resilience to the two distinct advantages it has over rival technologies: it is already there, and it works, bearing messages rapidly across the country in places where telephone or Internet access is either nonexistent or erratic. For these reasons, it has retained a place in the country?s official life. India?s legendarily change-averse bureaucrats still use telegrams out of habit. Lawyers and courts use them to create written records in judicial proceedings. The army uses them occasionally to communicate with troops at remote stations. A handful of private customers use them too.

For 163 years, telegrams ferried some of India?s most important political messages ? helping the British squash an anti-colonial uprising in 1857 and carrying the news of Pakistan?s invasion of Kashmir to London in 1947. But they have also been the purveyor of far less historic news. Telegrams historically brought notice of births and deaths to far flung family members, and they are still frequently used by eloping couples to inform their families that they have run away for love.

"They inform their parents that they are married, and fearing violence from the family, inform the police and the National Human Rights Commission," said R.D. Ram, a telegram operator in New Delhi, in an interview with the Monitor.

The demise of India?s state-run service comes seven years after Western Union ended its telegram service in the United States. But even as the telecom giants bow out of telegraphy, a number of private services have stepped in to fill the ? admittedly small ? gap.?

Canadian company International Telegram (iTelegram), which began sending telegrams in the US after the Western Union closure, announced on its website this week that it has begun a private telegram service in India as well.

Bharat Sanchar Nigam Ltd. (BSNL), the Indian state-owned telecommunications company, has decommissioned its telegram services as of July 2013.?

Lawson, Saatchi to divorce by end of July

LONDON (AP) ? Celebrity chef Nigella Lawson and art collector Charles Saatchi said they intend to conclude a "swift and amicable" divorce by the end of the month, with neither receiving any financial compensation from the other.

The couple separated after a newspaper published photos last month of Saatchi grasping his wife's throat during an argument at a London restaurant.

A statement issued Monday on their behalf said neither would contest the divorce "and neither party will be making any financial claims against the other."

It said Lawson had hired powerhouse divorce lawyer Fiona Shackleton ? whose previous clients include Prince Charles and Paul McCartney ? while Saatchi was representing himself.

The couple's "decree nisi," or initial divorce decree, is due to be pronounced July 31.

Lawson and Saatchi married in 2003 and lived in London with Lawson's son and daughter from her marriage to journalist John Diamond, who died of cancer in 2001, and Saatchi's daughter from a previous marriage.

Saatchi, 70, was cautioned by police over the throat-grabbing episode, and shortly afterward announced that the couple was divorcing. He said he was disappointed Lawson had not spoken up to defend his reputation after the incident.

Lawson, 53, is a well-known TV presenter and chef whose cookbooks are best-sellers in Britain and the United States.

Saatchi, co-founder of the Saatchi & Saatchi ad agency, owns one of London's biggest private art galleries. He was the main patron of the Young British Artists movement of the 1990s, which made household names of artists including Damien Hirst and Tracey Emin.
