Suicide car bomb targets US in Pakistan

A suicide car bomber rammed a US consulate vehicle in Pakistan on Monday, killing at least two people in the deadliest attack targeting Americans in the country in more than two years.

Up to 19 people were wounded when the bomber struck during morning rush hour in the northwestern city of Peshawar near the office of the UN Refugee Agency (UNHCR) and residential quarters used by the US consulate.

There was no immediate claim of responsibility, but it was at least the third time since April 2010 that the consulate and its staff have been targeted by militants linked to the Taliban and Al-Qaeda.

US Secretary of State Hillary Clinton condemned the "cowardly" attack in the frontline state of the war on Al-Qaeda and praised the response of the local authorities, while refusing to speculate who might be behind the blast.

There was some confusion over the death toll -- two bodies were recovered from the scene but several Pakistani sources including a provincial minister insisted four people died, including two Americans.

The US embassy issued an initial statement quoting State Department spokeswoman Victoria Nuland as saying "no US Consulate personnel" were killed, though two Americans and two Pakistanis working for the mission were wounded.

A spokeswoman later told AFP that the US embassy was "not aware" that any American citizens were killed.

But Mian Iftikhar Hussain, information minister for Pakistan's Khyber Pakhtunkhwa province, said four people were killed in the attack on the two-vehicle convoy, two of them Americans.

"When the bombing occurred, people sitting in the rear vehicle removed the people from the front vehicle and took them back towards the American Club within a minute," he said. The American Club is a high-security guest house run by the US consulate for its staff.

A half-burnt US passport was recovered from one of the vehicles damaged in the blast, and local police station chief Shahjahan Afridi said investigators have found one of the suicide bomber's legs.

He said one of the bodies found at the scene has been identified as a local man while the other was burned beyond recognition.

"I have no information about foreigners because details have not been shared with us," he said.

Peshawar police chief Imtiaz Altaf said 19 people were wounded in the blast and that the bomber's vehicle had been packed with up to 110 kilos (240 pounds) of explosives, including more than 10 mortar shells.

Witness Mohammad Sadid said he was driving to work at his pharmacy when he heard a deafening blast on the opposite side of the road in University Town neighbourhood.

"It was so powerful that it jolted my car with a massive jerk. My head banged the steering wheel and the windshield. I couldn't understand what had happened. I saw a car on fire. It became a large fireball," he told AFP.

Taliban and Al-Qaeda-linked militant groups who are sworn enemies of the United States frequently carry out attacks and have strongholds in the tribal belt near Peshawar.

In May 2011, a Taliban bomb damaged a US consulate vehicle and wounded two US government employees in Peshawar, just days after American commandos killed Osama bin Laden in a raid on his Pakistan hideout.

In April 2010, a Taliban gun, grenade and double suicide car bomb attack on the consulate killed five Pakistanis but failed to penetrate the compound.

In February that year, three American military personnel were among eight killed in a bomb attack at the inauguration of a renovated girls' school in the northwestern district of Lower Dir.

Islamist militants have vowed to avenge American drone strikes targeting them in the semi-autonomous tribal areas and thwart a rumoured prospective Pakistani offensive in North Waziristan.

Although Islamabad is an ally of Washington, relations dramatically worsened last year after a CIA contractor killed two Pakistanis in the eastern city of Lahore and US special forces found and killed bin Laden.

The United States is currently weighing up whether to blacklist as terrorists the Al-Qaeda-linked Haqqani network, whose leaders are understood to be based in Pakistan, in a move that could further damage ties with Islamabad.

Anti-American sentiment in Pakistan has increased since Islamabad agreed in July to end a seven-month blockade on NATO goods crossing into Afghanistan. The blockade was imposed after botched US air strikes killed 24 Pakistani soldiers last November.

Also on Monday, gunmen in southwestern Pakistan attacked three NATO supply trucks, wounding three drivers and torching two of the lorries, police said.

(AP) ? Richard Bach, the author of the 1970s best-selling novella "Jonathan Livingston Seagull" among other spiritually oriented books rooted in themes of flight and self-discovery, was in serious condition Saturday after his small plane crashed in Washington state.

The homebuilt SeaRay single-engine aircraft clipped power lines Friday at 4:30 p.m. about three miles west of Friday Harbor Airport, according to Ian Gregor, a public affairs manager for the Federal Aviation Administration. Bach's son, James Bach, told The Associated Press that his father was on his way to visit a friend on San Juan Island when the plane went down.

James Bach said his 76-year-old father, who was flying alone, suffered a head injury and broken shoulder. He was listed in serious condition at Harborview Medical Center.

"Right now we're waiting for the sedation to wear off, for him to fully wake up," the son said Saturday morning.

In "Jonathan Livingston Seagull," published in 1970, Bach writes of a philosophically minded seagull seeking to rise above the flock, which is focused on the dull regimen of finding food scraps. Jonathan is banished from the group only to come upon more enlightened gulls who guide him to spiritual lessons, which Jonathan then imparts to others.

The short, simply crafted book gained little to no critical attention upon publication, but rose to No. 1 for several weeks on the New York Times bestseller list, and Bach quickly drew a loyal following.

Bach has been a pilot for his adult life, often touching on his experience in the cockpit of his beloved plane in his writings. Besides "Seagull," his other popular works include "Illusions: The Adventures of a Reluctant Messiah," a mystical story of a Midwestern barnstorming pilot's quest for self-discovery.

He often links the practice of flying to themes of a deeper spiritual quest.

"Dad described his religion as flying. He's a very avid aviator," James Bach said. "It would be terrible if he recovers and can't fly again ? this guy needs to fly."

Richard Bach moved to Washington state's remote San Juan Islands more than 20 years ago, living on Orcas Island, his son said. The scenic San Juans are a pastoral spot about 100 miles northwest from Seattle, reachable by ferry or plane.

Bach wrote on his website Tuesday that it was "joyfully astonishing, how quick civilization can disappear when little Puff wants to be a boat and take me with her, the two of us gone off alone with the sea and the sky," Bach wrote on his website on Tuesday along with a video of his flight. Puff is the name of his 2008 Easton Gilbert Searey, which he was flying when he crashed.

Digitised Indigenous Knowledge in Cultural ... - The Ethnos Project

Abstract

This research project investigates the digital collections from selected heritage organisations, exploring how and if the rights of Indigenous peoples are being protected by policy and protocol documents on the Web. It surveys selected heritage collections across Australia and New Zealand and explores digital collection policies at local and national level, investigating the extent of international pressure, socio-cultural influences, and legislative constraints. This research project uses qualitative methodology in an interpretive way for the collation for data and analysis. The major finding of this research project is that many cultural heritage organisations in the two countries investigated attempt to bridge the gap between Anglo-American development of legislation and Indigenous intellectual property rights by the inclusion of specific policy measures. These organisations thus in the process, are increasingly becoming in effect socio-cultural agents for change. The main themes that emerged from this study are that of cultural, legislative and structural influences. They outline the fundamental characteristics of the policies and protocols of cultural heritage organisations in Australia and New Zealand.

Introduction

An increasing number of cultural heritage institutions in the Western world are exploring digitisation as a means of preservation and/or improving access and knowledge of their collections (McDonald, 2006). As a number of these institutions hold substantial collections of Indigenous cultural knowledge such as the case in Australia, New Zealand, North America, Latin America and northern parts of Europe, it is essential that these institutions build digital collections in consultation with Indigenous communities, putting in place internationally acceptable guidelines, policies and practices. Some researchers in fact view that heritage organisations have evolved not only to exist within a context but transform into their own cultural context (Macdonald, 1996). Some others describe the digitised item as a ?sociotechnical artifact? (Dalbello, 2005, p.392). In this way, cultural heritage organisations can be seen as a social reflection of the de-colonising methodologies which are prevalent in recent literature on Indigenous issues, particularly by researchers in New Zealand and Australia (Nakata 2002; Smith, 1999; Wareham, 2001). This research explores the socio-cultural influences and issues involved with the digitisation of Indigenous cultural knowledge as portrayed through policy documents, copyright information, and/or protocols made available on the Web. Specifically, this research investigates the current climate of how digital collections are being created, and how/if the rights of Indigenous peoples are being protected and if so, in what ways. It surveys selected heritage collections across the Australia and New Zealand and explores digital collection policies at local and national level, and the extent of international influences such as the World Intellectual Property Office (WIPO) and other international organisations.

The digitisation of Indigenous cultural information presents an interesting dichotomy of cross-cultural relationships between an ideology from a liberal Western ideology which developed from the 19th century (Joyce, 1999), and an Indigenous point of view; this intersection has been called by a leading researcher in the field, Martin Nakata as the ?cultural interface? (Nakata, 2002, p.281). Some researchers contest that it is not a hybridisation of Western knowledge systems mixing with Indigenous knowledge systems, (Brown, 2007) rather a natural evolution of Indigenous appropriating convenient technological advances. The history of how items came to be held in heritage organisations can itself be contentious, as the information was often appropriated in the colonisation period when Indigenous people may have had limited control over what was collected and how it was interred and subsequently viewed (Sullivan, 2002). While in some Western eyes, an item may legally be owned by the organisation, there is research which suggests cultural heritage institutions are in the process of decolonising and are often integrating Indigenous concerns into their procedures (Sullivan, 2002; Szeley & Weatherall, 1997; Wareham, 2001). These articles held in cultural heritage organisations are as varied as photographs, oral histories, films, geographic and genealogical information, and flora and fauna.

While there is a number of case studies of particular digitisation projects and also a number of international Indigenous forums which outline the issues, the literature indicates a growing awareness for a need of consistent standards and protocols in digital collections (Nakata, 2002; Nakata et al., 2008). This research explores the digitisation landscape of New Zealand and Australia pertaining to Indigenous objects (Aboriginal, Torres Strait Islander and M?ori), investigating the socio-cultural influences in the development of policy, to assess the accessibility of policies on the Web, and finally through analysis of the data collected, to draw some conclusions on the current practices of cultural heritage organisations up to 2008.

Research questions

What are the fundamental characteristics of policies and protocols of cultural heritage organisations in Australia and New Zealand in relation to the digitisation of Indigenous cultural knowledge? We seek to provide some response to this via the following sub-questions:

  • Do heritage organisations in Australia and New Zealand structure digitisation policies that include reference to Indigenous cultural knowledge? If so, how are these termed?
  • What are the socio-cultural issues that are involved in digitising Indigenous cultural knowledge between different cultural heritage organisations in Australia and New Zealand?
  • How accessible to the public are digitisation policies on the Web?
  • What protection exists for the cultural and intellectual property rights of Indigenous people in Australia and New Zealand and is this reflected in organisational policy?

This research probes the gap in the current literature on this topic which is predominately limited to: case studies (Faulkner & Lewincamp, 2003; Wu, 2006), individuals stating their perspective either as a developer of digitisation projects (Janke, 2006), an Indigenous perspective (Nakata, 2002; Million, 2005) or from a macro level from a historical point of view which explores the societal influences over time (Joyce, 1999). This research investigates across different types of heritage organisations, which is another gap in the literature, as the majority of studies are based separately on museums, libraries, and archives not on cross-institutional study. The author of this research project does not attempt to present an Indigenous perspective. Nevertheless, the study hopes to include the main issues that Indigenous people have by consulting works by Indigenous scholars, and exploring Indigenous methodology in particular extensively reading the literature which uses a ?de-colonising? methodology.

Did Clint Eastwood lose the plot at Romney's convention?

TAMPA, Florida (Reuters) - Republicans may have made Mitt Romney's day with the presidential nomination he long sought, but it was Dirty Harry himself who nearly hijacked the show with a rambling diatribe against President Barack Obama - addressed to an empty chair.

Hollywood icon Clint Eastwood brought his star power and trademark gravelly voice to the stage of the convention hall in Tampa on Thursday, jetting in as a surprise last-minute speaker to warm up the crowd for Romney's acceptance speech.

Eastwood's cameo appearance, including an ad-libbed monologue with an imaginary Obama in an empty chair, seemed to thrill many in the audience, but was widely panned by observers across the political spectrum.

"Clint, my hero, is coming across as sad and pathetic," legendary Chicago film critic Roger Ebert said in a message on Twitter.com. "He didn't need to do this to himself."

Former Romney adviser Mike Murphy tweeted: "Note to file: Actors need a script."

The 82-year-old Academy Award-winning director and actor, who endorsed Romney earlier this month, strode to the podium serenaded by the theme music from his classic western, "The Good, The Bad and The Ugly."

Eastwood delivered an off-the-cuff, deadpan discourse, at times biting in its criticism of Obama, at times supportive of Romney's candidacy, whom he lauded for a "sterling" business record.

But more often he was nearly incoherent, meandering from one topic to another, including the state of the economy, the war in Afghanistan and the U.S. detention center at Guantanamo Bay.

At one point, Eastwood said he "never thought it was a good idea for attorneys to be president," apparently unaware that Romney holds a law degree.

In one of his lucid moments, Eastwood - squinting, with his gaunt face framed by thinning, disheveled gray hair - told the cheering crowd: "When somebody does not do the job, we've gotta let them go."

Occasionally, he paused to berate the chair, telling an absent Obama to "shut up."

The phrase "invisible Obama" went viral on the Internet, and pictures of people with empty chairs filled Twitter. Obama's own Twitter account posted a picture of Obama sitting in a chair marked "The President" with the comment, "This seat's taken."

Many felt that Eastwood bombed on the political stage.

"What the heck is THIS?" Obama campaign senior adviser David Axelrod tweeted.

"A great night for Mitt Romney just got sidetracked by Clint Eastwood. Wow. That was bad," tweeted Joe Scarborough, a former Republican congressman who currently does commentary for MSNBC.

Some in the audience, however, were left starry-eyed.

"He's a fabulous actor," said Rita Wray, a member of the Mississippi delegation, who praised Eastwood's "dry wit." She said she was a fan of his movies, though she couldn't name a single one.

It took some coaxing from the crowd, but Eastwood finally led the delegates in declaring "Make my day" - the signature line of the gun-slinging detective he played in the "Dirty Harry" movies.

Eastwood was reluctantly drawn into the 2012 campaign earlier this year when an ad by Chrysler, titled "Halftime in America" and narrated by Eastwood, ran during halftime of the Super Bowl.

Many people saw it as Eastwood promoting, and possibly endorsing, the Democratic president because Chrysler had received a government bailout.

Eastwood, who backed Republican John McCain's unsuccessful 2008 presidential bid, flatly denied that, saying at the time that he was "certainly not politically affiliated with Mr. Obama."

Eastwood, a long-time Republican, has himself dabbled in politics. He served as mayor of his small upscale hometown, Carmel, California, in the 1980s.

Convention organizers preparing for the final night of the carefully scripted event had fueled buzz about a celebrity mystery speaker by leaving a spot open on the official program.

Just hours before the session began, Romney's campaign confirmed that Eastwood was coming to town. His speech came just before Florida Senator Marco Rubio introduced Romney for the biggest test of his White House bid.

Republicans have long criticized Obama for his cozy relations with a bevy of liberal Hollywood stars like George Clooney, but convention planners apparently wanted to show that they too could bring a touch of show-business glamour to bear.

Despite Eastwood's Republican affiliation, many of his views differ with the party. Though he has described himself as a fiscal conservative, he backs gay marriage, favors gun control and abortion rights and supports environmental causes.

That may reinforce some conservatives' suspicions that Romney is himself insufficiently conservative.
