Backers of Calif millionaire tax target Kardashian (AP)

SACRAMENTO, Calif. ? Kim Kardashian, the model who has parlayed reality TV fame into a personal fortune for her family and herself, is the target of a new online advertising campaign asking Californians to support a proposed ballot initiative to raise taxes on its wealthiest residents.

An online video from the Courage Campaign flashes images of Kardashian living the good life and proclaiming that "being on TV has changed my life, because you get lots of free stuff."

The video says Kardashian made $12 million in 2010 but paid just 1 percentage point more in California income taxes than someone making $47,000 ? 10.3 percent vs. 9.3 percent.

The video ad, which is posted at www.Taxkimk.com, urges Kardashian to support the proposal for a tax increase.

"Not everyone was born a Kardashian, but we all need to pay our fair share," it says.

A spokeswoman for Kardashian, Pearl Servat, did not immediately respond to a request for comment Tuesday from The Associated Press.

The Courage Campaign and the California Federation of Teachers are among the groups backing a so-called millionaire's tax that would raise income tax rates by 3 percent to 5 percent for individuals who make more than $1 million a year.

Proponents say the tax would raise about $6 billion to help fund public schools and local services that have been hit hard during the recession, such as social services, programs for the elderly and public safety.

Forbes magazine estimated Kardashian made $12 million in 2010.

Through their reality TV show, "Keeping Up with the Kardashians" and other promotions, Kardashian, her two sisters and their mother have created a celebrity brand name for themselves, appearing in endorsements for everything from weight-loss products to fast food.

Their father, Robert Kardashian, was an attorney and close friend of O.J. Simpson who played a prominent role in his murder trial.

After a lavish, made-for-TV wedding event last summer that reportedly netted the couple millions of dollars in royalties, Kim Kardashian filed for divorce in October, citing irreconcilable differences just 10 weeks after she wed NBA player Kris Humphries.

The couple's star-studded, black-tie ceremony was held at an exclusive canyon estate near Santa Barbara in the seaside enclave of Montecito. Kardashian wore three different designer wedding gowns, complemented by her 20.5 carat engagement ring. The couple's wedding registry at a Beverly Hills jeweler totaled $172,000 and included such items as a $1,650 coffee pot and two $1,250 sterling silver vegetable spoons.

The one-minute Courage Campaign ad flashes pictures of Kim Kardashian in fur and jewels, then compares her 10.3 percent income tax rate with that of a "middle-class Californian" who makes $47,000 a year and pays 9.3 percent.

"Don't you think she could pay a little more?" the ad asks as pictures of schoolchildren, firefighters and an elderly woman appear. "Especially to fund education and critical services?"

If the groups are successful in getting their tax initiative on the November ballot, they would likely pursue a television ad on the same theme, Courage Campaign spokeswoman Ana Beatriz Cholo said.

LAKE FOREST, Ill. (AP) ? Mike Martz is out after two seasons as the Chicago Bears' offensive coordinator.

The team has confirmed on Tuesday that Martz will not be back. Hours earlier, general manager Jerry Angelo was fired.

The changes come after the Bears finished 8-8 following a collapse marked by season-ending injuries to quarterback Jay Cutler and running back Matt Forte, along with the arrest of backup receiver Sam Hurd on federal drug charges.

Chicago dropped five in a row following a 7-3 start before closing out the season with a win at Minnesota.

Martz had an expiring contract, and speculation that he might be on his way out mounted as the losses piled up. Quarterbacks coach Shane Day will not be back, either.

Santorum rises with blue-collar pitch (Politico)

DES MOINES ? The Santorum Surge? It?s hard even to say it without cracking a smile.

The notion of former Pennsylvania Sen. Rick Santorum coming from out of nowhere to be a major factor in Republican presidential politics does indeed sound a bit like a practical joke being played on the political class?conservative activists desperately but so far ineffectually looking for a credible alternative to Mitt Romney, and political reporters praying for a long, bloody nomination battle rather than a swift, buzz-killing coronation.

But, at least during the dwindling hours before Iowa caucus voting Tuesday night, Santorum?s relentless and indignity-filled efforts over the past year have finally have earned him the right to be taken seriously.

It took a rapid rise in the latest polls?validated most dramatically by the release of the influential Des Moines Register Iowa Poll showing him in third place and closing fast?to get anyone to notice, but Santorum?s credentials as a plausible anti-Romney conservative have been hiding in plain sight.

He is a genuine social conservative, for instance, without Michelle Bachmann?s tendency for erratic statements. The grandson of a coal miner and Italian immigrant, with a record of winning blue-collar support in his home state, Santorum has a better claim to be the populist alternative to Romney?s establishment-powered campaign than either Newt Gingrich or Rick Perry.

And unlike those two, it seems Santorum may have something else: Good timing.

Ann Selzer, who runs the Iowa poll, said in an interview she was taken aback over four days of polling late last week to see Santorum?s support take an ?astonishing jump? before her eyes. On the first day of polling, Dec. 27, he registered only ten percent in calls to likely caucus-goers. By the last night, the 30th, he was drawing 22 percent. Cumulatively, the full poll showed him drawing 15 percent, compared to 24 percent for Romney and 22 percent for Ron Paul.

But Selzer said the poll showed Paul bleeding support fast and Romney stationary. Santorum, by contrast, is taking advantage of an unusually fluid electorate to gain support at a time when it is too late for rivals to shoot him down with a blast of negative messaging: Any TV commercials to air before Jan. 3 voting have already been made and sent to the stations.

?He?s never been at the top of the leader board,? Selzer told POLITICO. ?He?s never had the negative scrutiny that comes with that. He may have found exactly the right moment to put everything into gear and move forward aggressively?and there?s very little time for the candidates to respond and take him down a notch or two.?

While Santorum now leads among the ?born-again, evangelical vote,? Selzer said this year?s poll showed jobs and the economy, not culture wars, to be overwhelmingly the top issues among Iowa Republicans. At every stop on the Iowa trail, with an itinerary heavy on small towns, Santorum talks about his plan to revitalize manufacturing. He also reminds Iowans that the general election will be fought in places like Ohio and Michigan, and that he?s the candidate in the race with a record of winning over such voters.

?Has anybody in this race ever run as a conservative and won an area like the states we need to win?? Santorum said in Pella Saturday, adding of his opponents: ?None of them have run as a conservative and had to get Democratic votes.?

National Review editor Rich Lowry called Santorum ?the great paradox of the Republican field: At a time when primary voters say they are desperate for a candidate of conviction and consistency, Santorum is both on a range of issues, yet he hasn?t had a proverbial moment.?

California: new laws on shark fins, gas pipelines

Sacramento --

Hundreds of bills approved by the Legislature and signed by the governor take effect with the start of the new year, including laws banning minors from using tanning beds, raising the age that children must use car booster seats and prohibiting the open carrying of handguns.

The Legislature's work in the last year resulted in 745 new laws, though some already have gone into effect while others will be fully enacted in future years. In 2010, there were 733 laws enacted. Both years saw significantly fewer new laws than in the past few decades.

Former Gov. Ronald Reagan approved the most laws in any year - 1,821 in 1971, according to the Senate Committee on Governance and Finance, which keeps track of those statistics.

Here are some of the major laws that will go into effect Sunday:

Car seats: Children riding in cars will have to remain in a booster seat until they are 8 years old or taller than 4 feet 9 inches. Current law requires that children use the seats until they are 6. Many other states have stricter requirements. The measure is SB929, by Sen. Noreen Evans, D-Santa Rosa.

Tanning beds: People younger than 18 will be prohibited from using ultraviolet tanning devices, removing the ability of those between ages 14 and 18 to use the devices with parental consent. Doctors can still prescribe the use of the devices when medically necessary. The first-of-its kind in the nation measure is SB746, by Sen. Ted Lieu, D-Torrance (Los Angeles County).

Pipeline safety: Lawmakers introduced and won passage for several measures to enhance pipeline safety in the wake of the deadly San Bruno gas line explosion. Two bills require shut-off valves on pipelines, SB216 by Sen. Leland Yee, D-San Francisco, and AB56 by Assemblyman Jerry Hill, D-San Mateo. Other pipeline-related bills that become law in the new year include requiring that emphasis be placed on safety rather than profit, SB705 by Sen. Mark Leno, D-San Francisco; new requirements for safety and emergency planning, SB44 by Sen. Ellen Corbett, D-San Leandro; and increased penalty fines, SB879 by Sen. Alex Padilla, D-Pacoima (Los Angeles County).

Shark fins: California will ban the importation of shark fins, while fins that already are in the state can be sold and used until July 2013, when a total ban takes effect. The measure is AB376, by Assemblyman Paul Fong, D-Cupertino.

Youth sports: Schools will be required to remove student athletes immediately from sporting activities if they appear to have sustained a concussion or head injury, and the students would be barred from returning until they are medically evaluated and given written permission to play by a licensed health care provider. The measure is AB25, by Assemblywoman Mary Hayashi, D-Castro Valley.

Vaccines: Youths 12 or older can consent to medical treatment for the prevention of sexually transmitted diseases, with the focus being young women for the prevention of the human papillomavirus, which causes cancer and can be prevented with a vaccine. The measure is AB499, by Assemblywoman Toni Atkins, D-San Diego.

Alcohol sales: Shoppers will be barred from purchasing alcoholic beverages using self-check out registers at supermarkets or other stores. The measure is AB183, by Assemblywoman Fiona Ma, D-San Francisco.

Cough medicine: People younger than 18 would be banned from over-the-counter purchases of products that contain dextromethorphan, an ingredient used in many cough medicines that when taken in high doses can cause hallucinations, loss of motor skills and dissociative sensations. The measure is SB514, by Sen. Joe Simitian, D-Palo Alto.

Diversity: Requires that public schools include historical contributions of gay, lesbian, bisexual and transgender people, as well as people with disabilities, in social science instruction and teaching materials. The measure is SB48, by Leno.

Handguns: The open carrying of unloaded handguns will be prohibited. The ban does not apply to law enforcement, people permitted to carry loaded weapons in public, or to people selling weapons at gun shows. The measure is AB144, by Assemblyman Anthony Portantino, D-La Ca?ada Flintridge (Los Angeles County).

College scholarships: The first phase of the Dream Act takes effect, allowing public colleges and universities that administer privately funded scholarships to award those to students who are undocumented immigrants. The measure is AB130, by Assemblyman Gil Cedillo, D-Los Angeles. The second phase, which will allow undocumented students to receive publicly funded aid, begins in January 2013.

Transparency: Auxiliary organizations and foundations associated with the University of California, California State University and state community colleges will be subject to the California Public Records Act. The measure is SB8, by Yee.

Foster care: Young adults in the state's foster care system can stay in the system until they are 21 years old instead of the current cutoff at 18, with the federal government providing the funding for the extended services. The measure, AB12 by Assemblyman Jim Beall, D-San Jose, was signed by Gov. Arnold Schwarzenegger in 2010 but its start date was delayed until this January.

Epilepsy: School employees will be allowed to volunteer to take a training course to administer the antiseizure drug Diastat, which can prevent brain damage and death, to children who have an epileptic seizure while at school. Parents have to request such assistance in the event their child has a seizure. The measure is SB161, by Sen. Bob Huff, R-Diamond Bar (Los Angeles County).
