Netgear Universal Internet Adapter for Home Entertainment-3D (XAVB5004)


If the onslaught of internet-ready HDTVs, blu-ray players, and gaming consoles has you thinking you have to wire your home with CAT-5 cabling, think again. With the Netgear Universal Internet Adapter for Home Entertainment-3D (XAVB5004) you can install a 4-port gigabit Ethernet switch right next to your home entertainment devices in a matter of minutes and without breaking a sweat. The XAVB5004 ($169.99 list) is a powerline networking solution that uses your home?s electrical wiring as a conduit for network traffic. While not as speedy as a dedicated CAT-5 setup, Netgear's powerlin offering provides more than enough throughput for streaming video from online services like Netflix and Hulu, and it offers two ways to prioritize network traffic for applications that require maximum bandwidth. Its flaws are minor; the adapter heats up after half an hour of use, and the user manual is not included in the box.

Features and Specs

Included in the XAVB5004 kit is an XAV5001 Powerline 500 AV adapter, an XAV5004 Powerline 500AV 4-port adapter and power cord, two Ethernet cables, and a Resource CD with a quick install guide and Netgear?s Powerline Utility. As with the XAV5001 kit, Netgear does not include a user's guide on the CD but provides a link to one on their website. ?

The XAV5001 adapter is the same one that comes with the Powerline AV 500 Powerline Adapter Kit and measures 3.3 x 2.5 x 1.5 inches (HWD). The glossy white adapter weighs 0.4 pounds and sports three LED indicators that provide power and network activity status. ?A blinking green Power light means that the adapter is starting up or is going through a security setup, while a solid light means the adapter is powered up and ready to go. The light turns amber when the adapter goes into power saving mode.

The second light is the Powerline indicator. It glows various colors when the adapter is connected to a network and blinks when transmitting or receiving data. A solid green light means it has a link rate that is greater than 80 Mbps and an amber light means the link rate is somewhere between 50-80 Mbps. A red light indicates a slow rate of less than 50 Mbps. The third LED is solid green when the port is linked and blinks when there is network activity. The Ethernet port is located on the bottom of the adapter and there are Factory Reset and Security buttons on the right side. The housing has vents to help dissipate heat but the adapter tends to run warm after being plugged in for more than half an hour.

The XAV5004 is a 4-port switch. It has a shiny black finish and measures 1.2 x 5.4 x 3.9 inches (HWD). The Netgear logo is stamped on the top of the adapter, and there are three LEDs on the front panel that have? the same characteristics as the indicators on the XAV5001, with one small difference; the Power LED glows a solid blue when powered up and blinks blue when resetting or going through the security setup. You don?t get status LEDS for individual each port like you do with the D-Link DHP540 switch.

At the rear of the switch are four color-coded and numbered Ethernet ports, a security button, a recessed button for restoring the switch to its factory defaults, and a two?pronged power jack. The number 1 and 2 ports have green labels that identify them as high priority QoS (Quality of Service) ports for connecting to gaming consoles and HDTVs, for example. Data coming and going through these ports is given priority over other network traffic to ensure smooth video and multimedia playback. You can also set QoS priorities manually using the Netgear Powerline Utility.

Installation

Installing the XAVB5004 kit is painless. Start by plugging the XAV5001 adapter into an outlet close to your router and connect it to the router with one of the Ethernet cables. Next, plug the XAV5004 switch into an outlet as close to your internet-ready devices as possible. Use the Powerline LED to determine which outlet offers the best connectivity as not all outlets provide the same link rate. For example, you?ll want a solid green light for streaming HD video to an HDTV.

If you want to add 128-bit AES encryption, push the security button on the switch and hold it for two seconds until it blinks. Within two minutes, press the security button on the second adapter and it will be assigned the same randomly generated encryption key as the first adapter. You now have a four port gigabit switch that can be used to bring wired Ethernet to all of your home entertainment devices, including web-enabled HDTVs and blu-ray players, gaming consoles, and streaming boxes such as Roku, Boxee, and Apple TV.

In addition to assigning QoS priority, the Powerline Utility software scans your network and displays the model number, MAC address, and firmware version of each connected device. Clicking on a device gives you the ability to name it and manually assign an encryption key and a QoS priority. You can also update the firmware with the click of a mouse button.

Performance

The XAVB5004 kit worked like a charm. The Powerline Utility detected a link rate of 500 Mbps from the adapter to the router and 156 Mbps from the adapter to the switch, which is more than adequate for streaming HD video and right in line with the DHP540?s rate of 158 Mbps. Episodes of The Office in HD streaming via Netflix played smoothly with no trace of lag and the soundtrack was perfectly synced to the video. Copying a 100MB folder via the XAVB5004 took 17 seconds, while a 500MB folder took 1 minute and 13 seconds. The D-Link DHP-540 was a bit faster with speeds of 13 seconds (100 MB) and 1 minute and 8 seconds (500 MB). By way of comparison, it took 1 minute and 18 seconds to copy the 100MB folder over my wireless 802.11 N network and a whopping 9 minutes and 25 seconds to copy the 500 MB folder.

Russell Brand looked 'downbeat' as he went out without his wedding band yesterday.

The British actor was spotted shopping in London just days after his wife Katy Perry was seen without her ring.

Rumours of trouble within their relationship have been circulating for weeks.

"Russell looked pretty downbeat. He spent most of the time on his phone and clearly had things on his mind," an onlooker told British publication The Sun.

The pair spent Christmas Day apart after reportedly having a huge fight.

Katy decided to celebrate the holiday in Hawaii, while Russell was back in the UK with his friends.

"They had a massive fight," a source told Us Weekly. "She was like, ''F**k you. I''m going to do my own thing.'' Russell replied, ''Fine, f**k you too.''"

The source suggested that the couple were experiencing difficulties because Russell refused to take Katy's parents Christian beliefs seriously.

The pair were married in a Hindu ceremony in India last year.

Just weeks ago Russell Brand denied rumours that his marriage was over.

"I am really happily married," he said in an interview with Ellen DeGeneres.

U.S. approves Monsanto drought-tolerant GM corn (Reuters)

WASHINGTON (Reuters) ? Monsanto's genetically engineered, drought resistant corn is deregulated, the U.S. Agriculture Department said Thursday, clearing the variety for sale.

USDA approved the variety after reviewing environmental and risk assessments, public comments and research data from Monsanto.

Corn is the most widely grown U.S. crop and farmers grew 91.9 million acres of the feed grain this year, the second-largest area since World War Two.

In its 2009 petition for approval of its GM variety, Monsanto said 40 percent of crop losses in North America are due to sub-optimal moisture.

In a statement, Monsanto said it planned farm trials in the western U.S. Plains in 2012 to demonstrate the variety for growers and to generate data that will help guide Monsanto's commercial decisions.

"Our drought system is designed to help farmers mitigate the risk of yield loss when experiencing drought stress, primarily in areas of annual drought stress," said Hobart Beeghly, U.S. product management leader.

The drought-tolerant trait was part of a collaboration with the German chemical company BASF.

The major U.S. area for adoption of drought-tolerant corn would be the Plains, which produce one-quarter of the U.S. crop, Monsanto estimated, as well as similar dryland regions of Africa, Europe and Latin America.

USDA announced the variety, known as MON 87460, "is no longer considered a regulated article under our regulations governing the introduction of certain genetically engineered organisms."

Gandhi clan blamed for keeping India in poverty (Reuters)

NEW DELHI (Reuters) ? The Gandhi dynasty that has ruled India for most of the 64 years since independence has kept the world's largest democracy in poverty, leaders of a protest movement said on Monday as they prepared renewed rallies to target the government on corruption.

A three-day fast led by 74-year-old activist Anna Hazare and a plan for thousands of people to picket the home of Congress party leader Sonia Gandhi on New Years Eve will be a test of strength for the anti-corruption movement that forced a government U-turn in the summer.

"India was not destined to be a poor country, India was destined to be a developed country but corruption has kept it poor," said Kiran Bedi, a member of Hazare's inner circle.

"Who has exercised corruption? The party in power, and the party in power for the majority of the years has been the Congress party and in the Congress party, the Gandhi family."

India's fast-growing economy is Asia's third largest but many of the country's 1.2 billion people suffer from inadequate nutrition and have no electricity.

Hazare plans to begin his hunger strike in Mumbai on Tuesday. Almost 100,000 people have signed up online to express support for a the three-day "fill the jails" protest picketing politicians homes and courting arrest.

A fast led by Hazare in August brought tens of thousands of people onto the streets. After initially arresting him and dismissing him as an anarchist, Prime Minister Manmohan Singh's government caved in to his demands to quickly pass a tougher version of anti-graft legislation first proposed decades ago.

The protests also triggering an ongoing debate about the nature of India's democracy.

Hazare's supporters say voting in elections must be supplemented by direct pressure on politicians, while traditional parties say the protests risk "mobocracy."

"If hundreds of thousands of people coming onto the street can't get their government to hear their voices, there is something seriously wrong with the way our democracy is being implemented," close Hazare aide Arvind Kejriwal told Reuters.

Corruption scandals have tainted Singh's second term, with a multi-billion dollar telecoms scam landing a former minister and other senior officials in jail.

The focus on the Gandhi family drew criticism from the ruling Congress party, which accused the protesters of being a front for the opposition.

Hazare and his aides have turned their fire on Sonia Gandhi and her son Rahul ahead of five state elections in the next two months, accusing the family of amassing too much power and watering down a bill in parliament for a powerful ombudsman to tackle graft.

The protesters are pressuring parliament to bring the federal police force under the remit of the ombudsman, along with other demands.

Parliament is due to debate the bill on Tuesday.

"There are one or two people in the ruling party who run the government and run the parliament," this is not democracy, Kejriwal said.

Three of India's prime ministers since the end of colonial rule in 1947 have come from the family.

Sonia Gandhi is widely considered to be at least as powerful as Singh in the current government, and her son is being groomed to lead the country in the future.

The Gandhis enjoy almost regal status, and direct criticism of them is rare outside of political campaigns.

Rahul Gandhi is now running the party's campaign ahead of an election in Uttar Pradesh, the country's most populous state, in February.

Hazare threatens to campaign against Congress in Uttar Pradesh and four other state elections to be held in the next two months that will serve as a barometer of the government's support half way through its term.

"The entire movement has raised very serious and fundamental issues about India's democracy," Kejriwal said.

"Is it really by the people, of the people, for the people, or by the party high command, of the party high command, for the party high command?"

Powerful Darfur rebel chief dead, Sudan says (Reuters)

KHARTOUM (Reuters) ? Sudan's armed forces have killed the leader of Darfur's most powerful rebel group, state media said on Sunday, dealing a severe blow to insurgents in the remote western region in their nearly decade-long war with Khartoum.

The Darfur conflict has rumbled on since mainly non-Arab insurgents took up arms in 2003, saying the central government had left them out of the political and economic power structure and was favoring local Arab tribes.

Khalil Ibrahim, head of the Justice and Equality Movement (JEM), emerged as one of the most powerful rebel commanders. In 2008, his fighters drove across the arid western terrain and launched a shock attack on Khartoum, killing over 200 people.

Sudan's authorities have long hunted Ibrahim, who had taken refuge in neighboring Libya under Muammar Gaddafi until the leader's overthrow deprived him of his safe haven, and had refused to sign a Qatar-brokered peace deal.

Al-Sawarmi Khalid, Sudan's armed forces spokesman, said government forces killed Ibrahim early on Sunday morning as he tried to cross into South Sudan, which seceded in July under a 2005 peace deal that ended a separate, decades-long civil war.

"The armed forces clashed in a direct confrontation with Khalil Ibrahim's rebel forces, and were able to eliminate Khalil Ibrahim, who died with a group of commanders," Khalid told state television.

JEM officials did not answer phone calls for comment on Sunday, but Al Jazeera television quoted Ibrahim's brother as confirming the death, saying he died in an air raid on his military convoy.

The death of Ibrahim, often described as commanding and charismatic, could be a major blow to JEM, although tightly restricted access to Sudan's conflict zones has made it hard to gauge the actual strength and internal unity of insurgents.

"Khalil's death is an important symbolic victory for the Government of Sudan - JEM has long been the most formidable military opposition in Darfur," Aly Verjee, a researcher at the Rift Valley Institute think tank , said.

"I don't think JEM will disappear with Khalil's death, but there's a risk that JEM fractures without his leadership, as has happened with the SLM (Sudan Liberation Movement) and other rebel movements in Darfur."

FIGHTING GOES ON

The United Nations has said as many as 300,000 people may have died in Darfur, where Khartoum mobilized troops and mostly Arab militias to crush the uprising. Khartoum puts the death toll at 10,000.

While violence has died down since the mass killings reported in the early days of the conflict, law and order have collapsed and the area has been hit by attacks by bandits, militias, soldiers and tribal groups in recent years.

Some 2 million people have fled the fighting, the United Nations says.

Various Darfur rebel groups, including two factions of the Sudan Liberation Army (SLA), have fought on despite a huge United Nations-African Union peacekeeping operation set up in 2007.

Qatar brokered a peace deal which Sudan signed this year with the Liberation and Justice Movement (LJM), an umbrella association of smaller groups.

But JEM and the other major rebels groups have refused to sign the document, dampening hopes the region will soon see lasting peace.

In November, Darfur's main insurgent groups said they had formed an alliance to topple President Omar al-Bashir with other rebels in two border states, where fighting broke out around the time of South Sudan's independence.

Islamist in its outlook, Ibrahim's group has cooperated in the past with the more secular SLA rebels, although their different ideologies and histories have led to tensions.

JEM has claimed military advances as recently as last week, saying on Saturday its fighters clashed with government militias in parts of the North Kordofan state and were planning to advance on the capital Khartoum.

The report could not be independently verified.

Ibrahim died during a clash in North Kordofan's Wad Banda area, where authorities have accused JEM of attacking civilians and looting in the region, Sudan's state news agency SUNA said. The rebel group denies the charges.

The International Criminal Court has charged Bashir with masterminding genocide and other crimes in the region, accusations Khartoum dismisses as political.

Children?s Sport Connection provides financial assistance and sports equipment to children from homes in the midst of a family crisis and believes that children can benefit from being able to say active in organized sports during difficult times.

Contributing to the Corporation for National and Community Service?s strategic objective to increase economic opportunities, this drive will begin on MLK, Jr. Day, Monday, January 16 and continue through Saturday, January 21, 2012.? Donations will support SCO Family of Services and other youth programs throughout Long Island.? Miss Long Island 2012, Jessica Pinckney will be making an appearance at drop off locations to encourage youth volunteerism.

Holiday Help For Families Coping With Cancer | NBC 4i

Cancer claims lives with no regard for the calendar.? For families coping with cancer, the holidays can be a particularly difficult time. But a local woman has made it her mission in life to ease their burden.

Mary Jenkins eagerly joined the throng of last minute shoppers Friday. With a couple of helpers she checked her lists and pushed her cart up and down the toy aisles at Walmart. She was not shopping for her own family. She was shopping for the children of families who are dealing with cancer.

Jenkins runs a nonprofit called Christians Overcoming Cancer. She is a breast cancer survivor herself. In addition to the Christmas gifts, her organization provides financial assistance for families during cancer treatment.

"We help with house notes and car notes and if the car breaks down while in treatment, then we will actually pay to get the car fixed,? said Jenkins. ?We pay the water bills, gas bills, you name it bills, we have done that."

Among those Jenkins was shopping for Friday were the four children of Teresa and Wally Burris. Teresa was first diagnosed with inflammatory breast cancer in August of 2010. By May, after an aggressive course of treatment, she appeared to be cancer free. But a few months later, the cancer had returned. Thursday, Teresa died.

Over the past few months, Wally Burris says he found himself facing tough financial choices. "When you have to make choices of paying the electric bill or house payment or things like that or getting those things to keep her comfortable, the things she needs, then those obviously come first," said Burris.

Burris says he's never met Mary Jenkins face to face?but he is truly grateful for her help.? Most recently, Christians Overcoming Cancer helped Burris with the house payment.

"It kind of takes the stress off you when the only thing you're thinking about is my wife going to be here next Friday," said Burris

Wally Burris is a security supervisor at Mount Carmel West Hospital and a police officer in Obetz. A nonprofit organization, Get Behind The Badge, is planning a fundraiser for Burris and his family on January 8th.?

(AP) ? The New Jersey Nets will be without center and leading scorer Brook Lopez for a couple of months because of a broken right foot.

Lopez, who did not miss a game in his first three seasons, was injured during an exhibition game against the Knicks on Wednesday and he will have surgery Friday.

The injury is a stress fracture to the slow-healing fifth metatarsal, the same kind of injury that New York Giants first-round draft pick Prince Amukamara suffered on Aug. 6 in training camp. He did not play in a game until Nov. 20.

"I had a long talk with Brook last night," coach Avery Johnson said. "He is not in great spirits but we tried to lift his spirits to let him know that, hey, this is a little bit of a setback but he could definitely have a big-time comeback. Hopefully, once we get through with the surgery and get back to rehabbing and he can heal up and we can get him back at some point this season."

Lopez, who averaged 20.4 points, 6.0 rebounds and 1.6 assists last season as the Nets posted a 24-58 record, played in the second half with the injury.

Johan Petro is his backup, although the injury might force general manager Billy King to explore some trade options.

The Nets would not say how long Lopez will be sidelined but a medical expert said it would be from six to 12 weeks, but it has the potential of being longer, depending on the degree of the stress fracture.

Dr. Victor Khabie, the chief of the department of surgery and sports medicine at Northern Westchester Hospital in Mount Kisco, N.Y., told The Associated Press the problem with injuries to the fifth metatarsal is that the blood supply to that area is poor, which prevents doctors from simply putting the foot in a cast.

"For that reason and especially with an athlete you want to get back as soon as possible, we end up doing surgery, which is inserting a metal screw intro the bone to compress the bone together," Khabie said. "The act of inserting the screw also stimulates blood flow to the area."

Khabie said that Lopez's size may increase his recovery time.

"Biomechanics are such that with a bigger guy, the more pressure you put on it, the bone has to be more solid," Khabie said. "It may not make a difference in the healing, but it needs to be more fully healed before you let a 7-footer start jumping up and down on it."

While he has not seen Lopez's X-rays, Khabie felt 12 weeks would be his best guess at a recovery.

"I think that would be early," he added. "If I saw him as a patient, I would say: 'Listen, hopefully, we'll get you back in three months.' I would say that would be a very optimistic type of call. This could be season-ending, potentially, seeing how short the (NBA) season is."

The lockout-shortened season opens this weekend and the regular season concludes at the end of April. The trade deadline is mid-March, which is important to note.

The injury could hurt the Nets' chances of making a deal for Orlando All-Star center Dwight Howard. The Nets and Magic had some talks about a deal after the lockout ended and 23-year-old Lopez was said to be part of the package the Nets offered.

If he can't play, there probably is no deal.

Madison Mayor Blames State For Tax Increase

It's property tax time in the city of Madison, and a letter from Mayor Paul Soglin blames the state for a local tax increase.

It all has to do with how much money local governments get from the state each year through what's called "shared revenue," which is a portion of state income taxes shared to help cover government costs.

This year, Madison took a 25 percent cut, and the mayor said that's part of why homeowners' tax bills may have gone up this year.

As resident Charles Quackenboss made his way to city hall to pay his property tax bill, he said it wasn't as bad as he expected.

"It was up about $150 over last year, and I think that is outstanding," said Quackenboss after paying his bill. "I think the mayor and county executive did a good job of keeping the tax levy reasonable. It could have gone up a lot more."

City of Madison taxes went up 3.7 percent this year, and in a letter with tax bills the mayor said that's primarily because of a cut in state aid.

"There is no question that the state's shared revenue decisions have driven up the property tax in Madison," said Soglin.

Soglin argued that the formula to figure out local aids needs to change. Although Madison is the second largest city in the state, it gets the 15th most shared revenue.

"The formula was well-intended to deal with issues of population and poverty, but it was always assumed that the state would be fair in terms of the funding," said Soglin.

Todd Berry, of the Wisconsin Taxpayers Alliance, said that's exactly why Madison gets less -- because it is considered a property-wealthy city.

"Either the appropriation has to be made larger so Madison will compete for some money, or they've got to take it away from poorer communities like Milwaukee, Beloit or Racine to give it to Madison," said Berry. "So it is a little unfair to suggest that the state is entirely to blame here."

But as Quackenboss looks at his bill, he said he thinks the city should get more money, too.

"When you're considering Madison, you must consider city services to all state buildings," said Quackenboss. "I don't think we get all the state money that we should for that."

Soglin and Berry said the other problem is that the funding formula hasn't really been used since the early 2000s. The Legislative Fiscal Bureau confirmed that local aids have been flat or cut since the early 2000s under Gov. Jim Doyle and Gov. Scott Walker.

Japan releases 40-year nuke plant cleanup plan (AP)

TOKYO ? Japan's government said Wednesday that it could take 40 years to clean up and fully decommission a nuclear plant that went into meltdown after it was struck by a huge tsunami.

Nuclear crisis minister Goshi Hosono suggested that the timetable was ambitious, acknowledging that decommissioning three reactors with severely melted fuel plus spent fuel rods at the Fukushima Dai-ichi plant was an "unprecedented project," and that the process was not "totally foreseeable."

"But we must do it even though we may face difficulties along the way," Hosono told a news conference.

Under a detailed roadmap approved earlier Wednesday following consultation with experts and nuclear regulators, plant operator Tokyo Electric Power Co. will start removing spent fuel rods within two to three years from their pools located on the top floor of each of their reactor buildings.

After that is completed, TEPCO will start removing the melted fuel, most of which is believed to have fallen to the bottom of the core or even down to the bottom of the larger, beaker-shaped containment vessel, a process that is expected to begin in 10 years and completed 25 years from now. The location and conditions of the melted fuel is not exactly known.

That's more than twice as long as it took to remove the fuel from the Unit 2 reactor at Three Mile Island that suffered a partial meltdown in 1979.

Trade Minister Yukio Edano promised that authorities would ensure safety at the plant. He also vowed to pay attention to the concerns of tens of thousands of residents displaced when the plant was knocked out by Japan's March 11 earthquake and tsunami, spawning the world's worst nuclear crisis since the Chernobyl accident in 1986.

"We must not allow the work toward decommissioning to cause any new risks or delay the return of the residents to their homes," he said.

Completely decommissioning the plant would require five to 10 more years after the fuel debris removal, making the entire process up to 40 years, according to the roadmap.

The roadmap for Fukushima is twice as long the time set aside to decommission the Tokai Power Station, the country's first commercial reactor that stopped operation in 1998.

The process still requires the development of robots and technology that can do much of the work remotely because of extremely high radiation levels inside the reactor buildings. Officials say they are aiming to have such robots by 2013 and start decontaminating the reactor buildings in 2014.

The operator and the government would also have to ensure a stable supply of workers and save them from exceeding exposure limits while keeping the long process going.

They also have to figure out ways to access each containment vessel and assess the extent of damage, as well as locate holes and cracks through which cooling water is leaking and flooding the area.

The decades-long process also would place an enormous financial burden on TEPCO. The ministers said that the total cost estimate cannot be provided immediately, but promised that there will be no delay because of financial reasons.

Prime Minister Yoshihiko Noda announced last Friday that the plant has achieved "cold shutdown conditions," meaning the plant had been brought to stability in the nine months since the accident.

The announcement officially paves the way for a new phase that will eventually allow some evacuees back to less-contaminated areas currently off limits.

Experts say the plant 140 miles (230 kilometers) northeast of Tokyo is running with makeshift equipment and remains vulnerable to cold weather and earthquakes.

Another problem is huge volume of radioactive waste and debris that will come out of the plant during its dismantling process. Officials said they have not decided what to do with them and that part is not covered by the 40-year roadmap.

"We still need to discuss what to do with the waste, including development of such technology," said Koichi Noda, a trade ministry official in charge of nuclear accident cleanup.

The two ministers acknowledged that they may not be even around to see the decommissioning process through the end.

"I will take responsibility as a person and get involved in this as long as I live," Edano said.

The union said in a statement on its website that it will ?use every tool at [its] disposal to fight the layoffs.? The cuts take effect Dec. 31 and include nurses, library assistants and ?other school employees who support not only students, but assist teachers, staff and families,? PFT President Jerry Jordan said.

A school district representative could not be reached for comment.

More top Chinese leaders mourn Kim Jong Il (AP)

BEIJING ? Premier Wen Jiabao and other top Chinese leaders paid their respects Wednesday over the death of North Korea's Kim Jong Il, a further sign of how China is working to reassure Pyongyang of the strength of ties and retain its influence amid an uncertain leadership transition.

Wen and four other members of the ruling Communist Party's Politburo Standing Committee made a morning visit to the North Korean Embassy in Beijing to offer their condolences, the official Xinhua News Agency said.

President Hu Jintao and the other three members of the supreme ruling body visited Tuesday.

China has moved rapidly to reaffirm unique, deep-seated ties and assure the North of its continuing support as Pyongyang's most important ally and biggest source of food and fuel aid.

China has called Kim a "close friend" and hailed his son and successor Kim Jong Un as the North's new leader.

On Tuesday, Foreign Ministry spokesman Liu Weimin left the door open for an invitation to the younger Kim, noting that China maintains high-level exchanges with North Korea.

"We would welcome North Korea's leaders to visit China at their convenience," Liu told reporters at Tuesday's daily briefing. The words Liu used could refer to one leader or more than one leader.

China has been expected to push for an early visit by the younger Kim to cement ties with the new leadership, in contrast to the six-year gap between his father's rise to power and his first trip to Beijing when relations drifted. The younger Kim is believed to have already visited China at least once as part of his father's retinue.

China's response to Kim's death highlights the government's growing emphasis on North Korean ties despite its annoyance at the North's refusal to reform its listless economy and its recurring provocative acts against South Korea that whip up tensions in the region.

Beijing sees North Korea as a strategic bulwark against a democratic South Korea allied with the U.S. In recent years it has become North Korea's indispensable diplomatic protector and economic partner, accounting for the bulk of its trade, much of its investment and all of its oil. In recent years, Kim was a frequent visitor to China, coming twice this year alone, most recently in August when he stopped off while returning home from Russia.

Chinese experts say they don't anticipate any change in relations but that Beijing will likely beef up security to guard against disorder that could potentially send millions of impoverished, starving refugees across their long border.

Above all, China wants to preserve the North Korean regime and ensure stability on the Korean peninsula, while hoping also for economic reforms that will make the North less reliant on Chinese help.

Gaddafi's death may be war crime: ICC prosecutor (Reuters)

(Reuters) ? The death of former Libyan leader Muammar Gaddafi, who was captured and killed by rebels in October, may have been a war crime, the chief prosecutor of the International Criminal Court said on Thursday.

"I think the way in which Mr Gaddafi was killed creates suspicions of ... war crimes," ICC prosecutor Luis Moreno-Ocampo told reporters.

"I think that's a very important issue," he said. "We are raising this concern to the national authorities and they are preparing a plan to have a comprehensive strategy to investigate all these crimes."

Under pressure from Western allies, Libya's National Transitional Council has promised to investigate how Gaddafi and his son Mo'tassim were killed.

Mobile phone footage showed both alive after their capture. The former Libyan leader was seen being mocked, beaten and abused before he died, in what NTC officials said was crossfire.

The U.N. Security Council referred Gaddafi's crackdown on pro-democracy demonstrators to the ICC in February and authorized military intervention to protect civilians in March. The ICC indicted Gaddafi, his son Saif al-Islam and the former intelligence chief for war crimes.

Saif al-Islam is now in the custody of the Libyan authorities who have said they plan to try in him in Libya instead of handing him over to The Hague-based ICC. Moreno-Ocampo has said this was possible.

Moreno-Ocampo has also said he was investigating allegations that the anti-Gaddafi forces and NATO were also guilty of war crimes during the civil war.

GOP lawmakers critical of rail proposal (AP)

WASHINGTON ? Republican lawmakers are casting doubts on the viability of California's high-speed rail project and suggesting they're ready to halt federal funding to build the proposed 800-mile line.

A House panel held a hearing Thursday on the viability of the project, which has more than doubled in cost to $98.5 billion. GOP Rep. John Mica of Florida, the panel's chairman, described the project as "imploding." Others called it a boondoggle.

But Democratic lawmakers said the state's transportation network is overwhelmed and that alternatives are needed to keep the state economically competitive.

Democratic Rep. Jim Costa of California said that with low interest rates and inflation, now is the perfect time to invest heavily in the high-speed rail line.

Survey: 1 in 4 women attacked by intimate partner (AP)

ATLANTA ? It's a startling number: 1 in 4 women surveyed by the government say they were violently attacked by their husbands or boyfriends.

Experts in domestic violence don't find it too surprising, although some aspects of the survey may have led to higher numbers than are sometimes reported.

Even so, a government official who oversaw the research called the results "astounding."

"It's the first time we've had this kind of estimate" on the prevalence of intimate partner violence, said Linda Degutis of the Centers for Disease Control and Prevention.

The survey, released by the CDC Wednesday, marks the beginning of a new annual project to look at how many women say they've been abused.

One expert called the new report's estimate on rape and attempted rape "extremely high" ? with 1 in 5 women saying they were victims. About half of those cases involved intimate partners. No documentation was sought to verify the women's claims, which were made anonymously.

But advocates say the new rape numbers are plausible.

"It's a major problem that often is underestimated and overlooked," said Linda James, director of health for Futures Without Violence, a San Francisco-based organization that advocates against domestic abuse.

The CDC report is based on a randomized telephone survey of about 9,000 women and 7,400 men.

Among the findings:

? As many as 29 million women say they have suffered severe and frightening physical violence from a boyfriend, spouse or other intimate partner. That includes being choked, beaten, stabbed, shot, punched, slammed against something or hurt by hair-pulling.

? That number grows to 36 million if slapping, pushing and shoving are counted.

? Almost half of the women who reported rape or attempted rape said it happened when they were 17 or younger.

_As many as 1 in 3 women have experienced rape, physical violence or stalking by an intimate partner in their lifetimes, compared to about 1 in 10 men.

_Both men and women who had been menaced or attacked in these ways reported more health problems. Female victims, in particular, had significantly higher rates of irritable bowel syndrome, asthma, frequent headaches and difficulty sleeping.

_Certain states seemed to have higher reports of sexual violence than others. Alaska, Oregon and Nevada were among the highest in rapes and attempted rapes of women, and Virginia and Tennessee were among the lowest.

Several of the CDC numbers are higher than those of other sources. For example, the CDC study suggests that 1.3 million women have suffered rape, attempted rape or had sex forced on them in the previous year. That statistic is more than seven times greater than what was reported by a Department of Justice household survey conducted last year.

The CDC rape numbers seem "extremely high," but there may be several reasons for the differences, including how the surveys were done, who chose to participate and how "rape" and other types of assault were defined or interpreted, said Shannan Catalano, a statistician with the Bureau of Justice Statistics.

"It is an evolving field, and everyone is striving to get a handle on what's the best estimate," Catalano said.

The CDC's numbers don't seem surprising to people who work with abused women.

"I think that the awareness is growing," said Kim Frndak, community educator for the Women's Rescue Center to End Domestic Violence, which operates a shelter on the outskirts of Atlanta.

"More and more people are really saying, `Oh, this is something that we need to pay attention to as well,' because it's your sister, it's your mother, it's your daughter, it's your son, it's your brother. Someone in your own circle is being affected by domestic violence, and the effects can be devastating," she said.

Iraqis unable to defend their borders as US exits

BAGHDAD - After billions of dollars and nearly nine years of training, American troops are leaving behind an Iraqi security force arguably capable of providing internal security but unprepared to defend the nation against foreign threats at a time of rising tensions throughout the Middle East.

Building up an Iraqi military and police able to protect the country became a key goal of the United States and its allies after they defeated and then disbanded the Saddam Hussein-era force in 2003. As America's role in Iraq fades, the results appear at best incomplete.


Iraqi forces ? currently about 700,000 strong ? have been largely responsible for security in Baghdad and other cities since 2009, carrying out their own raids and other combat operations against insurgents.

?

More than 10,000 Iraqi soldiers and police have been killed since the new force was established ? more than double the number of American military deaths. Few if any military forces in the Arab world have as much combat experience within the ranks.

"They can kick a door in and knock out a network's leadership as good as anybody I've seen," said U.S. Lt. Gen. Robert Caslen, commander of the NATO training mission, which will soon be disbanded. "I would say that they have the discipline and the tenacity to fight as well as anybody I've ever seen."

Rock Center Special Correspondent Ted Koppel first traveled to Iraq nearly nine years ago as the 3rd Infantry Division crossed from Kuwait into Iraq. As the U.S. military prepares to finish withdrawing from the country by the end of December, Koppel reflects on his latest visit to the country.

Nevertheless, Iraqi forces have their work cut out for them. They will be operating in a country which, although quieter than a few years ago, saw more people killed, wounded and kidnapped last year than in Afghanistan, according to U.S. figures.

The departure of American forces this month also leaves Iraq vulnerable to threats from its neighbors ? Iran to the east, Turkey to the north and Syria to the west. A major Arab country of about 30 million people with some of the world's largest proven petroleum reserves is incapable of defending its borders in one of the most unstable parts of the world.

The Iraqi military chief of staff, Lt. Gen. Babaker Zebari, has said it would take until at least 2020 for Iraq to defend its airspace. Without a well-trained and equipped air force, Iraqi ground forces would be hard-pressed to defend against incursions across borders with few natural barriers and little cover from vegetation.

In Iraq's oil rich southern region, the United States is building a massive consulate in Basra. The consulate is situated just miles from Iraq's border with Iran. One security officer says it's like building a consulate on Omaha Beach. Some of the 1,320 people who work there call it "Fort Apache." If Iranian backed militias were to launch a full scale attack on this consulate, would the U.S. military ride to the rescue? Ted Koppel reports.

"An army without an air force is exposed," Zebari was quoted as saying in a report last October by the U.S. agency responsible for overseeing Iraqi reconstruction.

Even though a full-scale ground invasion from its neighbors may seem remote, the possibility of incursions from Turkey against Kurdish rebels, or Iranians along disputed border stretches or even from a Syria facing an internal revolt cannot be ruled out, especially at a time when the Arab Spring and the looming showdown between the West and Iran are raising tensions throughout the region.

High school seniors smoke marijuana more than cigarettes, survey finds

A new survey of US teens found that?nearly 23 percent of 12th?graders used marijuana over the last month, compared with 18.7 percent who said they smoked cigarettes.

US teenagers are turning away from cigarettes and alcohol in favor of marijuana according to an annual study released Wednesday by the University of Michigan.

The abuse of marijuana is at its highest level in 30 ?years, reports the ?Monitoring the Future? survey, an authoritative snapshot of drug and alcohol use among US teenagers in grades 8, 10, and 12.?

Nearly 23 percent of 12th?graders polled said they used marijuana over the last month, compared with 18.7 percent who said they smoked cigarettes.

Cigarette use is down among all three grades, dropping 60 percent during the last 15 years,?according to the survey.?Among 12th graders, 18.7 percent reported they smoked a cigarette during the past month, compared with 36.5 percent in 1997 ??the most recent peak.

Binge drinking is also at a historic low among the combined grades surveyed, down from 41 percent five years ago to 22 percent this year. Binge drinking is defined as four drinks in one sitting for women, five for men.

But researchers speaking at the National Press Club in Washington Wednesday said that teenagers are turning to alternate tobacco products, such as hookahs, small cigars, and smokeless tobacco. Marijuana and prescription-drug use?is also on the rise.

Findings among 12th?graders show that 36.4 percent used marijuana in the past year while 6.6 percent used it daily, up from 31.5 and 5 percent, respectively, from five years ago.

The reason why marijuana is becoming so popular is that ?the perceived risk is down? which creates ?the norms against its use to weaken,? says?Lloyd Johnson, the survey?s principal investigator at the University of Michigan.

And fewer "kids view smoking marijuana regularly as having a harmful affect,? says Nora Volkow, director of the National Institute on Drug Abuse.

Corresponding to the rise in marijuana use is the increased use of synthetic marijuana, which is often sold in drug paraphernalia shops, gas stations, or online. The drugs, also known as "spice" or "K2," contain chemical compounds that produce a high similar to marijuana when smoked.

This is the first survey that tracked synthetic marijuana; 11.4 percent of 12th?graders reported abusing the drug during the past year. Mr. Johnson says that typical users of synthetic marijuana are abusing other drugs.

?They?re quite a drug-experienced group that is probably looking around for a cheaper alternative to get a marijuana high,? he says.

The US Drug Enforcement Administration issued an emergency order March 1 to ban the sale of five chemicals used in synthetic marijuana, and the US House passed a bill banning their sale in early December.

The survey polled 46,773 students from 400 public and private schools across the US. The survey is in its 36th year and is funded by the National Institute on Drug Abuse, part of the National Institutes of Health.

Woman's racist train rant draws death threats

A 34-year-old mother has drawn death threats after a video of her profanity-laced racist rant against passengers aboard a crowded train was posted on the Internet.

Emma West, a former dental receptionist, was charged with racially aggravated harassment after a video shot by a train passenger was uploaded to YouTube on Sunday and quickly went viral.

West, of New Addington, London, was remanded into custody this week "for her own protection" after the court was told "there is a serious risk of her being injured in revenge attack by the public," Metro.co.uk reported.

West, who was also referred for psychiatric evaluation, is due to appear in court again on Tuesday.

West is accused of hurling a litany of abuse and racist insults at passengers while balancing her 4-year-old child on her lap on a tram from Croydon to Wimbledon. At one point the woman tells some passengers they should go back to their own country, saying they're not British because they are black.

The video, titled "My Tram Experience," was shot by Kelly Hollingsworth, a passenger who was sitting directly opposite of West. It had been viewed more than 9 million times as of Friday.

?Cannot believe some of these people that agree with the women on the tram, kinda scary,? Hollingsworth later tweeted.

Some far-right groups have come to West's defense.

Britain First, which bills itself as a "patriotic political movement," has launched a campaign to free what some have dubbed the "Racist Tram Lady."

"Locking this feisty English mother up in jail only reinforces the suspicion that if you are British then you are a second class citizen in your own country," Britain First says on its website.

The group on Friday held a small protest outside HMP Bronzefield, the women?s prison on the outskirts of Ashford in Surrey, where West is being held. Protesters held signs that read "Free Emma West" as well as Union flags and a Britain First banner, according to an article on citizen-journalism site Demotix.com.

"What she said on that tram was harsh, coarse and very unladylike, no doubt about that, but what abuse had she been subjected to before the camera phone was switched on?" Andy McBride, national coordinator for Britain First, was quoted as saying.
